To address the demand to launch a deliberate, programmatic, and sustained approach in dealing with criminality, the Philippine National Police launched its comprehensive response through the strategy of the Enhanced Managing Police Operations (EMPO), which provides detailed principles, guidelines, and procedures needed not only to help address the weakness of police operations but also to guide the Chief of Police or Station Commanders in their regular leadership and management functions.
